This document sets out the UK's commitment to the goal of universal access to comprehensive HIV prevention programmes, treatment, care and support, and describes the need for special attention on HIV prevention and care in order to achieve universal access and Millennium Development Goal 6. It details the UK's vision for achieving this goal; it places at its heart the needs and rights of women, young people, children and vulnerable groups. This document sets out the evidence-informed policies and commitments for DFID and other government departments that are required to accelerate progress towards the goal of universal access and to build a long-term, sustainable response in these three key areas: 1. Responding to the needs and protecting the rights of those most affected, 2. Supporting more effective and integrated service delivery, 3. Making money work harder through an effective and co-ordinated response.
