This National HIV and AIDS Monitoring and Evaluation Plan is one of the twelve components required to build a functional monitoring and evaluation system and provides an overarching framework for the implementation of one of the "three one’s" principles namely the "one agreed upon country-level M&E system" to better coordinate the scale up of National AIDS programs. Overall, the M&E plan provides guidance for provision of strategic information to support decision making at both national and sub-national levels. This document outlines the M&E indicator matrix, strategies and indicators to track performance of the multi-sectoral response to HIV and AIDS in Uganda.
