The policy and institutional infrastructure for managing HIV and AIDS in the Republic of South Africa Public Service is the policy framework for managing HIV and AIDS and the requirement for departments to put in place EAPs (Employee Assistance Programme). The primary focus of this report was to determine the extent to which the Public Service was implementing the policy framework, and progress on the establishment of employee assistance programmes and their impact on providing services to people living with HIV and AIDS. Furthermore, it also sought to identify opportunities and threats regarding HIV and AIDS in the workplace and best practices to minimise such threats and to optimise opportunities to sustain a stable public service.
