The objective of the review was to identify strategies and environment that would enable National AIDS Council (NAC) and the National HIV/AIDS Secretariat (NAS) satisfy their mandates. The mandates of NAC being setting the national policy on HIV/AIDS and oversee the multisectoral coordination of the national response. NAS's mandate is to assist NAC fulfil its mandate by providing coordination and administrative support without involvement in implementation of HIV/AIDS activities. The main purpose of review process was to invite dialogue about the strengths and weaknesses of NAC and NAS, leading to positive action for change. The process placed less emphasis on the ability to generalize from a large amount of data than on promoting information sharing for change. The review was fully participatory involving stakeholders form all sectors.
