This study had the following objectives: To compile a profile of the magnitude and general impact of HIV/AIDS on the public service and related attrition within public service in Tanzania; To assess the number of staff who left service with a focus on HIV/AIDS related attrition; To assess problems encountered by all levels of government in dealing with human capital planning; To assess the HIV/AIDS intervention currently in place at all levels of government, and the extent to which the government has networked with external institutions to access available services; To assess the extent to which workplace characteristics fuel the spread of HIV/AIDS; To identify areas requiring policy considerations basing on the findings and the assessments done. The study looked at eight ministries, ten councils and six regional administrative secretariats.
