The subject of the following paper is the examination of selected documents from Kyrgyzstan, Tajikistan and Uzbekistan with a focus on Sexual and Reproductive Health and Rights (SRHR) and HIV and AIDS. The first part of the analysis deals with how these broader thematic areas are treated in the individual strategies, programmes and laws of the three countries, the second part discusses selected sub-themes comparatively between the three countries. The aim of the analysis is to provide an overview of how these issues are dealt with in the individual legislation of each country, as well as to establish similarities and differences in individual aspects between the three countries. The analysis is based on the examination of documents provided by GIZ (see appendix for the list of documents used for the analysis). There is therefore no guarantee that this is an exhaustive study. One document was only available in a draft version; it was therefore not possible to compare with the final law. In the case of older legislation, the author did not check to see if it was still applicable; in the case of the Uzbek HIV programme, a no longer applicable document was incorporated into the analysis as requested by the client. In early 2014, the analysis was expanded to include the draft of the new Kyrgyz law on Reproductive Rights (RR) of the citizens and the amended Tajik law on Reproductive Health (RH) and RR.
