The aim of this study is to identify a range of options for the institutional management of the impact of HIV/AIDS-related attrition, excluding strategies for the replacement of human resource capacity. It sets out to identify a range of alternative strategies for mitigating the impact of attrition. These strategies may have the potential to enhance organisational capability and in this way prove more cost effective than simple replacement strategies.The study involved interviews with representatives of the Malawi government and other organisations in southern Africa to develop an overview of the institutional context and current organisational responses to HIV/AIDS-related attrition.
