This study examines the institutional arrangements established to address the challenges of HIV and AIDS in Zimbabwe. The first part of the study looks specifically at the Zimbabwe National AIDS Council (ZNAC) - its organisational structure and, to a limited extent, its programmes - while the second part of the study looks at selected non-governmental organisations (NGOs). This comparison is about clarifying the multi-sectoral approach with an attempt to understand the different and unique roles of each institution. Thus, it asks the question of whether institutions, in the implementation of their mandates and in organising their resources, make use of strategic partnerships.
