    Each and every public servant has an obligation to ensure that they inform themselves about HIV and AIDS and play a role in the national response to the pandemic. This manual provides some useful information for all government employees and, when read along with the national strategy, should provide a road map for all sectors to determine how they can effectively respond to this crisis. In addition to public servants, this manual is for all teachers as we recognise their important role in scaling up the response to HIV and AIDS and their relationship to Government structures.

    In Zambia, HIV/AIDS has also become increasingly wide spread with an estimated adult HIV prevalence of 16 per cent. The peak ages for HIV among females is 25 to 34 years while that for males is 35 to 39 years.     This Report discusses the state of human development in Lesotho at the turn of this new millennium. Almost seven years into this century, Lesotho has been faced with a combination of problems that do not seem to be amenable to easy solution, and that threaten to hold back, even reverse, its socio -economic progress. The nexus of the mutually reinforcing effects of chronic poverty, inequality and food insecurity is being compounded by the impact of the pervasive and growing HIV epidemic.
