    In order to increase access to drug use and HIV/AIDS prevention and care services in the prison settings any response needs to be informed by a sound and proper assessment of the situation.     Bulgaria is still a country with low HIV prevalence in the general population. However, the country faces a great challenge related to the possibility of rapid development of concentrated epidemics in separate group identified as most-at-risk (mainly among injecting drug users, men who have sex with men and sex workers).
