  1. Cost-effectiveness analysis: educational interventions that reduce the incidence of HIV/AIDS infection in Kenyan teenagers

    This paper demonstrates a comprehensive and thorough application of an education cost-effectiveness analysis. Two interventions implemented in Western Kenya aimed to reduce the incidence of HIV/AIDS contraction in middle school girls. The cost-effectiveness of each intervention is assessed, ex post facto, by combining the results of the two programs’ evaluations with their costs. As few education evaluations consider cost, this article highlights a sound and disciplined method to use when detailed cost information is both readily available and unavailable. …

  2. If you don't abstain, you will die of AIDS: AIDS education in Kenyan public schools

    We explored constraints of implementing AIDS education in public schools in Kenya. Sixty interviews with teachers and 60 focus group discussions with students were conducted in 21 primary and nine secondary schools. System/school-level constraints included lack of time in the curriculum, limited reach of secondary-school students (because AIDS education is embedded in biology, which is not compulsory), and disapproval of openness about sex and condoms by the Ministry of Education and parents.   3. Challenges facing headteachers in implementation of AIDS education in secondary school curriculum in Kenya: a case study of Busia, Bunyala and Samia districts

    The purpose of this study was to investigate challenges facing headteachers in the implementation of AIDS education in secondary school curriculum in Busia, Bunyala and Samia Districts and find out how they were coping. Specifically, it focused on challenges in induction of teachers, provision of teaching and learning materials, supervision and evaluation of the teaching of AIDS education.   4. The Sound of silence: difficulties in communicating on HIV/AIDS in schools

    This booklet reports the results of a survey conducted in India and Kenya that focused on HIV/AIDS education. The study areas were chosen because they have state sponsored HIV/AIDS curriculum. Over 3,000 parents, teachers and students were surveyed for the report, making this work of interest to teachers, policy makers, parents and community leaders. The report contains seven sections.   5. Economic growth, education and AIDS in Kenya: a long-run analysis

    The AIDS epidemic threatens Kenya with a long wave of premature adult mortality, and thus with an enduring setback to the formation of human capital and economic growth. To investigate this possibility, we develop a model with three overlapping generations, calibrate it to the demographic and economic series from 1950 until 1990, and then perform simulations for the period ending in 2050 under alternative assumptions about demographic developments, including the counterfactual in which there is no epidemic. …
