  10. Intensifying HIV prevention: UNAIDS policy position paper

    El objetivo primordial del documento es activar y movilizar la intensificación de la prevención del VIH con el propósito final de alcanzar el acceso universal al tratamiento y prevención del VIH. El documento define las principales acciones que deben llevarse a cabo para contener la propagación de nuevas infecciones por el VIH e invertir así el curso de la epidemia de SIDA. Asimismo, indica las medidas que deben tomarse para reducir con prontitud y eficacia el déficit de la prevención del VIH a partir de la sinergia entre la prevención y la atención del VIH, y para asegurar la sostenibilidad del la ampliación del tratamiento del VIH en el contexto actual. Destaca también el papel del ONUSIDA en la intensificación de la prevención del VIH y señala los métodos que pueden emplearse para emprender acciones de apoyo conjuntas. El presente documento está dirigido a todos aquellos que desempeñan una función de liderazgo en la prevención, tratamiento y atención del VIH. Sus fundamentos se basan en la Declaración de compromiso sobre el VIH/SIDA adoptada por todos los Estados Miembros de las Naciones Unidas en la Décima Reunión de la Junta Coordinadora del Programa del ONUSIDA, celebrada en Río de Janeiro en diciembre de 2000. El documento se apoya además en los compromisos expresados en el Programa de Acción de la Conferencia Internacional sobre Población y Desarrollo y en la Plataforma para la Acción de Beijing, así como en los informes de seguimiento de éstos. Asimismo, destaca las significativas oportunidades que existen para el fortalecimiento de la prevención del VIH en el contexto de los programas de terapia antirretrovírica tales como la Iniciativa "Tres millones para 2005", destinada a ampliar el tratamiento antirretrovírico en los países en desarrollo. Este documento consta de cuatro secciones principales. En la Sección 1 se exponen los motivos por los que la prevención del VIH debe reforzarse considerablemente a fin de superar los retos actuales y aprovechar las oportunidades existentes. En la Sección 2 se describen las acciones clave que han de constituir el núcleo de la respuesta de prevención del VIH y los principios centrales subyacentes a dichas acciones. En la Sección 3, se señalan los pasos que deben seguir los asociados nacionales para ampliar la prevención del VIH en el ámbito nacional. En la Sección 4 se describe el apoyo que proporcionará a este proceso el ONUSIDA. Por último, el apoyo que la Junta Coordinadora del Programa del ONUSIDA manifestó al presente Documento de Posición de Política en su Decimoséptima Reunión está recogido en el Anexo.
