  3. Assessing implementation of Botswana's program for orphans and vulnerable children

    Botswana's 2008 National Guidelines on the Care of Orphans and Vulnerable Children define a vulnerable child as any child under the age of 18 years who lives in an abusive environment, a poverty-stricken family unable to access basic services, or a child-headed household; a child who lives with sick parents or outside family care; or who is HIV positive. Due to challenges in creating an effective response that corresponds to this broad definition, there are no available estimates of the number of children rendered vulnerable as a result of HIV, poverty, and other causes in Botswana. …

    This paper analyses three recent policy/programme developments regarding child wellbeing in Tanzania and examines the political 'drivers of change' that influence policy and action on child well-being. Chapter One explores the politics of policymaking, and the respective roles of citizens, government and donors in influencing recent reforms in primary education.     This case study is based on in-depth qualitative research conducted over six months by Concern Worldwide in the central province of Manica. It looks at how Concern Mozambique has addressed issues related to HIV and AIDS within its education programme. Specifically it outlines how school councils can help create a safer and more supportive environment particularly for girls using a methodology called Circles of Support. …

  9. The long-run impact of orphanhood

    This paper presents unique evidence that orphanhood matters in the long run for health and education outcomes, in a region of Northwestern Tanzania. The paper studies a sample of 718 non-orphaned children surveyed in 1991-94, who were traced and re-interviewed as adults in 2004. A large proportion, 19 percent, lost one or more parents before the age of 15 in this period, allowing the authors to assess the permanent health and education impacts of orphanhood. The analysis controls for a wide range of child and adult characteristics before orphanhood, as well as community fixed effects. …

    This handbook is aimed at helping parents, caregivers and teachers to understand children who are nursing a diseased parent or who have lost a parent, thus, providing practical advice on how to support such children in order to help them cope. This call to action is a result of the gathering of 50 participants, coming from 8 countries in Eastern and Southern Africa, representing nongovernmental organisations, institutions of higher learning, church organisations, Southern African Development Community (SADC), UNICEF, UNAIDS, Swiss Agency for Development and Cooperation (SDC) and youth interested in psychosocial support for children affected by AIDS.
