    This report examines World Bank financing for the Education Sector HIV/AIDS Response in Sub-Saharan Africa up to mid-2004. The review was undertaken in response to a consultation with African countries which identified a need for information on how the World Bank education sector was responding to the epidemic through its sectoral assistance programs and through its participation in the Multi-Country HIV/AIDS Program (MAP).   4. Counselling and HIV/AIDS

    HIV counseling is an important component of HIV/AIDS prevention. Evaluations from Uganda and Rwanda demonstrated this. Yet, there is a reluctance among some decision-makers and service managers to give HIV counseling its proper due as a discipline through which trained practitioners can produce measurable useful results. It is under-resourced and not fully appreciated.
