HIV/AIDS has spread rapidly in Vietnam since the first case was registered in 1990, and today more than a quarter-million people in the country are living with HIV/AIDS. The national HIV prevalence rate among adults is 0.5 percent, but prevalence rates are significantly higher among high-risk groups, such as injecting drug users (33 to 65 percent) and sex workers (approximately 16 percent). This report from the Open society initiative for Southern Africa and the Centre for AIDS Development Research and Evaluation examines the AIDS funding environment through a civil society lens. It presents and discusses findings from a six-country study access to AIDS funding by civil society organisations (CSOs) in southern Africa. The study draws upon data from 439 CSO conducting AIDS response activities as well as community case studies and interviews with a selection of donor institutions in Lesotho, Malawi, Mozambique, Namibia, Swaziland and Zambia. It focuses on the period 2001 to 2005.
