  3. Education sector policy for orphans and vulnerable children

    The goal of this policy is to ensure that an increased number of OVC are able to access, remain in, and complete general education of good quality. The objective of this policy is to ensure that all OVC of school-going age attend school and are not deterred from full participation through lack of financial means, material or psychosocial need, stigma, discrimination or any other constraints, and to ensure that out-of school OVC are brought back into school or provided with appropriate alternative educational opportunities.

  5. The socioeconomic impact of HIV/AIDS on education outcomes in Uganda: School enrolment and the schooling gap in 2002/2003

    Due to high prime-age mortality—a result of HIV/AIDS, the number of orphans in Uganda continues to rise. Using the 2002/2003 Uganda National Household Survey, this paper investigates how HIV/AIDS orphan status affects schooling enrolment and grade progression. Our results show that HIV/AIDS orphans are not significantly less likely to continue schooling but are by far more likely to fall below their appropriate grade. …

    The article seeks to sensitize the development community, particularly outside the education sector, about the issues surrounding education as a vehicle for promoting sustainable development in an AIDS environment in Africa.   8. Orphanhood and completion of compulsory school education among young people in South Africa: findings from a national representative survey

    We examined the association of orphanhood and completion of compulsory school education among young people in South Africa. In South Africa, school attendance is compulsory through grade 9, which should be completed before age 16. However, family and social factors such as orphanhood and poverty can hinder educational attainment. Participants were 10,452 16-24-year-olds who completed a South African national representative household survey. Overall, 23% had not completed compulsory school levels. …

  12. Factors influencing access and retention in secondary schooling for orphaned and vulnerable children and young people: case studies from high HIV and AIDS prevalence contexts in Lesotho

    The aim of this study was to identify factors influencing access and retention in secondary schooling for orphans and other vulnerable children living in high HIV prevalence areas of Lesotho. A case study approach was used to address this aim. The findings from this study have been used to inform an intervention that seeks to increase access to learning and thereby reduce drop-out and repetition rates in secondary schools.   13. The demand for education for orphans in Zimbabwe

    We examine the effect of orphan status on school enrolment in Zimbabwe, a country strongly impacted by the HIV/AIDS pandemic with a rapidly growing population of orphans. Using data from 2003, after controlling for other determinants of enrolment we find that orphans are less likely to attend school than non-orphans. The result is robust to our correction for selection bias. …

  14. Working-age adult mortality and primary school attendance in rural Kenya

    The rapid increase in adult mortality due to the AIDS epidemic in sub-Saharan Africa raises great concern about potential intergenerational effects on children. This article estimates the impact of AIDS-related adult mortality on primary school attendance in rural Kenya using a panel of 1,266 households surveyed in 1997, 2000, and 2002. The paper distinguishes between effects on boys' and girls' education to understand potential gender differences resulting from adult mortality. We also estimate how adult mortality affects child schooling before as well as after the death occurs. …

  15. Where have all the flowers gone? A preliminary analysis of the decline in first year school enrolment in KwaZulu Natal and possible links to HIV/AIDS

    Enrolment is the single most important statistic in education, given its impact on every other element of supply and demand. The purpose of the analysis is to explore possible reasons forthe decline in first year school enrolment in KwaZulu Natal and suggest that the impact of HIV/AIDS may be a significant factor. It will also argue that if indeed HIV/AIDS is partially or even largely responsible for the decline, it is first and foremost a management issue of the greatest importance, irrespective of the problem's source. …
