    In the Balanced Budget Act of 1997, U.S. Congress authorized a scientific evaluation of the Title V, Section 510 Abstinence Education Program.   7. HIV/AIDS strategic framework (2009-2013). Phase II of AAU HIV Programme "African Universities Responding to HIV/AIDS"

    Lessons learnt from Phase 1 and the result of a survey on best practices in HIV and AIDS management in African higher education institutions initiated by the AAU in 2007 have led to the development of the AAU HIV and AIDS 5-year Strategic Framework, to be implemented as Phase 2 of the AAU HIV/AIDS Core Programme. The general goal of the Strategic Framework is to improve the quality of life of the African productive age sector (15-49 years), with the expectation that there would be a reduced incidence of HIV infection among the African productive age sector.

    This report is the second assessment of the responsiveness to HIV of Education Sector Plans which have been appraised and endorsed by the Education for All Fast Track Initiative (EFA-FTI).
