  3. Measuring the education sector response to HIV and AIDS. Handbook - Supporting country-level data collection for core indicators

    The purpose of this Handbook is to provide Ministries of Education with guidelines for strengthening data collection capacities in EMIS to produce the 11 core indicators for which data are collected through the education sector. Specifically, it provides the EMIS and key stakeholders responsible for collecting data and constructing the core indicators on education and HIV and AIDS with the following guidelines and tools for: the inclusion of ten selected core indicators in the Annual School Census; and the inclusion of three core indicators in school-based surveys.

  15. Rapid Assessment Tool for Sexual and Reproductive Health and HIV Linkages. A Generic Guide

    Guía para la evaluación de servicios de salud sexual y reproductiva y su relación con el VIH. Este instrumento genérico cubre un amplio rango de temas relacionados a los vínculos, tales como politícas públicas, sistemas y servicios. El diseño de este instrumento tiene la finalidad de proporcionar una guía para evaluar vínculos que pueden adaptarse como necesarios a contextos regionales o nacionales sobre la base de ciertos factores. Se incentiva a los países a que revisen las preguntas, verifiquen el ámbito de la evaluación y la modifiquen de acuerdo al contexto local. El objetivo de este instrumento adaptable consiste en evaluar los vínculos bidireccionales entre el VIH y la SSR en el ámbito de políticas públicas, de sistemas y de prestación de servicios. Asimismo, tiene el propósito de identificar brechas y contribuir fundamentalmente al desarrollo de planes de acción orientados a países específicos para forjar y fortalecer dichos vínculos. Este instrumento se centra principalmente en el sector de la salud y puede adaptarse para cubrir otros sectores (educación, servicio social, y trabajo). Este instrumento puede utilizarse como una actividad independiente o integrarse a una revisión más amplia de la respuesta nacional. Se centra en preguntas que pueden responderse por medio de revisiones de gabinete y de entrevistas individuales o grupales (Secciones de Políticas Públicas y Sistemas), y de entrevistas individuales a diversos usuarios y proveedores de servicios (Sección de Prestación de servicios). Estos enfoques pueden complementarse con una variedad de otras metodologías de investigación, entre las que se incluyen: observaciones de los servicios, grupos focales de discusión entre encargados de la formulación de políticas públicas, proveedores de servicios y usuarios, recopilación de información de expedientes clínicos y encuestas realizadas por medio del del método "usuario simulado".
