  2. HIV and human rights: A mapping of donor priorities and trends in southern Africa

    Donors at every level are retreating on funding commitments to HIV, and organizations working at the intersection of AIDS and rights are facing overall funding challenges. This briefing paper reports the findings of a 2012 study on HIV and human rights donor trends in Southern Africa, commissioned by the Open Society Foundations. It identifies opportunities to leverage donor support for HIV and human rights organizations, and for donor collaboration that can support them in the current funding environment.

  3. Effectiveness of HIV prevention for youth in sub-Saharan Africa: systematic review and meta-analysis of randomized and nonrandomized trials

    Objective: Systematically assess the effectiveness of HIV-prevention interventions in changing sexual behaviour of young people (10–25 years) in sub-Saharan Africa. Methods: Three online databases were searched using prespecified terms. Additional articles were identified on websites of international organizations and by searching bibliographies. Randomized and nonrandomized trials of interventions aiming to reduce risk behaviour were included as well as single-arm studies reporting effects of differential exposure to an intervention. …

    Background: The Declaration of Commitment of the United Nations General Assembly Special Session on HIV/AIDS (UNGASS), in 2001, sets out several policy and programmatic commitments that pertain to women and the gender aspects of the HIV epidemic. Some of them are general, whereas others are more specific and include time-bounded targets. This article summarizes data on policies and strategies affecting women and men equity in access to antiretroviral treatment and other HIV services, as reported by countries but do not address other issues of gender, such as men having sex with men. …

  10. National AIDS Coordinating Authorities: A synthesis of lessons learned and taking learning forward

    This paper briefly outlines some of the key challenges facing National AIDS Coordinating Authorities (NACAs) in fulfilling their roles in promoting better harmonisation and alignment of national responses to HIV AND AIDS. The paper suggests that some of the underlying problems facing NACAs stem from broader governance issues concerning the transferability of institutional models and political incentives for doing something about AIDS.   11. Assessing Costing and Prioritization in National AIDS Strategic Plans

    This background paper examines costing practices, cost-effectiveness data and prioritization processes in national HIV/AIDS strategic plans. The first section is a literature review on costing and prioritization in the first generation of national strategic plans (NSPs). The second section uses the World Bank AIDS Strategy and Action Plan's Self-Assessment Tool Guidelines for costing and prioritization to provide a detailed assessment of seven current-generation NSP documents. Through a simple scoring scale, patterns across these documents become evident. …

  12. Mapping the Response: Protecting, Caring for and Supporting Orphans and vulnerable Children in Cambodia

    This mapping exercise was conducted because impact mitigation, and particularly support to orphans and vulnerable children (OVC), is seen as one of the "unfinished agendas" for the country and a top priority in the HIV and AIDS response.     In September 2008, the Overseas Development Institute (ODI) was commissioned by the United Nations Educational, Scientific and Cultural Organization (UNESCO) to carry out a stocktaking review of research on HIV and AIDS in the education sector. The aim of this review was to identify research that had been carried out by the United Nations Joint Programme on HIV/AIDS (UNAIDS) IATT on Education, its members and others, and to identify gaps and ways of complementing and building on existing research.
