  4. Let our actions count: reflections on NSP 2012-2016 and moving forward to NSP 2017-2022

    Let our Actions Count shares our country’s HIV, TB and STI journey and sets out our agenda going forward. We outline the progress we have made over the last five years, share what we learnt at the International AIDS Conference 2016, which we co-hosted with the International Aids Society, we identify the gaps and challenges in our response and then we set out the goals and strategic objectives for the next five years.   5. A comparative analysis of national HIV policies in six African countries with generalized epidemics

    Objective: To compare national human immunodeficiency virus (HIV) policies influencing access to HIV testing and treatment services in six sub-Saharan African countries. Methods: We reviewed HIV policies as part of a multi-country study on adult mortality in sub-Saharan Africa. A policy extraction tool was developed and used to review national HIV policy documents and guidelines published in Kenya, Malawi, South Africa, Uganda, the United Republic of Tanzania and Zimbabwe between 2003 and 2013. Key informant interviews helped to fill gaps in findings. …

    This Gender Equality Assessment of Provincial Strategic Plans and Provincial Operational Plans on HIV, STIs and TB within South Africa assesses provincial HIV, STI and TB responses against the HEARD and ATHENA Framework for Women, Girls and Gender Equality and the UNAIDS Gender Assessment Tool for National HIV Responses. The Assessment identifies the extent to which provincial responses prioritise women, girls and gender equality by including a number of specific, evidence-informed interventions; it furthermore highlights policy and programmatic gaps and challenges within these plans. …

  7. Financing the South African national strategic plan for HIV, STIs and TB 2012-2016. An analysis of funding, funding gaps and financing considerations

    The purpose of this paper is to analyse resource requirements to implement the NSP as well as available sources of funding so as to determine financial gaps and potential strategies to fill those gaps. The analysis was based on a review of relevant costing reports and models prepared recently in South Africa. These reports and models are referred to and referenced in the body of this report. The analysis provides a snap shot of funding needs and gaps for HIV and TB as of mid-way through the 2013/14 financial year as the collection of financial data for this analysis was completed by that date.

  9. Effective laws to end HIV and AIDS: Next steps for parliaments

    With the global AIDS response becoming increasingly hampered by the criminalization of key populations, this study aims to encourage and assist parliamentary scrutiny of legislation that impedes effective HIV interventions. It highlights the various processes in selected parliaments that led to the adoption of laws with a positive impact on the AIDS response. Although such outcomes were not always easy to achieve, they were mainly the result of inspired leadership by parliamentarians able to overcome the moral obstacles that had stifled socially sensitive issues in political debate.

  10. Ministerial Commitment on comprehensive sexuality education and sexual and reproductive health services for adolescents and young people in Eastern and Southern African (ESA)

    On December 7, 2013, ministers and their representatives from 21 countries in Eastern and Southern Africa came together to endorse and adopt the UN commitment for Eastern and Southern Africa with its recommendations for bold action in response to HIV and the education/health challenges experienced by young people. Recognising the urgency of the situation facing young people, education and health ministers have now committed to addressing young people's realities by ramping up sexuality education and health services in their countries.
