  5. Assessing Costing and Prioritization in National AIDS Strategic Plans

    This background paper examines costing practices, cost-effectiveness data and prioritization processes in national HIV/AIDS strategic plans. The first section is a literature review on costing and prioritization in the first generation of national strategic plans (NSPs). The second section uses the World Bank AIDS Strategy and Action Plan's Self-Assessment Tool Guidelines for costing and prioritization to provide a detailed assessment of seven current-generation NSP documents.     Stigma has been identified as a complex, diverse and deeply rooted phenomenon that is dynamic in different cultural settings. As a collective social process rather than a mere reflection of an individual's subjective behaviour, it operates by producing and reproducing social structures of power, hierarchy, class and exclusion and by transforming difference (class, race, ethnicity, health status, sexual orientation and gender) into inequality.     This report is a summary of the existing HIV/AIDS national policies and plans among countries in SADC. It is intended to provide a snapshot of the current status of policy formulation in the region and to suggest future steps to strengthen the policy environment for an effective response to the epidemic. Much of the information in this report is derived from national HIV/AIDS policies, strategic plans, HIV/AIDS policies for specific sectors and work plans. National consultants in each country collected these documents and commented on the final report.
