The National Strategic Plan has contributed to keeping the national seroprevalence at a low level.     This paper traces Uganda's experience of HIV/AIDS, and the reaction of the government, civil society and communities of Uganda to the epidemic. The motives underlying the decision in 1986 of the National Resistance Movement (NRM) government to admit there was an HIV/AIDS epidemic in the country are examined.   8. National plans of action for orphans and vulnerable children in sub-Saharan Africa. Where are the youngest children?

    In 2005, an estimated 48 million children aged 0-18 years, that is to say 12 percent of all children in sub-Saharan Africa, were orphans, and that number is expected to rise to 53 million by 2010. One quarter of all orphans are orphaned because of AIDS, and about 2.6 million children are currently infected with HIV.     The paper presents the results of a baseline survey conducted to assess the knowledge and awareness of reproductive health matters among the students of the junior and high schools. The survey was conducted by the Statistical Centre of Iran with the collaboration of UNFPA-Iran in the selected project areas. Survey information will facilitate the monitoring and evaluation of the current programme of the Ministry of Education and help formulate the future plan of action.
