    This call for action was formulated by the Ministers of Education, Health, Gender, and Youth and senior government officials, gathered in Durban, South Africa, on 18 July 2016 for the Eastern and Southern Africa (ESA) Ministerial Commitment Progress Meeting in order to commit themselves to step up efforts to ensure adolescents’ and young people’s access to good quality CSE and youth-friendly SRH services in the ESA region, and to work in partnership with young people, parents, civil society, and community and religious leaders to achieve the goals set out in the 2013 ESA Commitment.

    Nigeria is one of few countries that reports having translated national policies on school-based comprehensive sexuality education (CSE) into near-nationwide implementation. We analysed data using the World Health Organization-ExpandNet framework, which provides a systematic structure for planning and managing the scaling up of health innovations.     A growing body of evidence links HIV risk with women's social and economic inequality, male norms that drive sexual risk, and the social marginalization of individuals whose sexual identity or behavior is perceived to fall outside accepted norms.     This Communication Strategy provides a broad framework that will guide communication on youth and HIV and AIDS in Kenya for the next three years. It intends to address needs and gaps in communication programming identified in the areas of knowledge, skills and self-efficacy, capacity, coordination, policy support and utilisation of services. These issues were identified through a situation analysis conducted at the beginning of developing this strategy, and from consultations with stakeholders implementing HIV and AIDS programmes among the youth.
