    The national BCC strategy was developed in collaboration with HIV and AIDS stakeholders and has since been disseminated at national and district levels. The strategy is one of the prevention oriented implementation components on HIV and AIDS for the country as outlined in the National Strategic Plan.     Each and every public servant has an obligation to ensure that they inform themselves about HIV and AIDS and play a role in the national response to the pandemic. This manual provides some useful information for all government employees and, when read along with the national strategy, should provide a road map for all sectors to determine how they can effectively respond to this crisis. In addition to public servants, this manual is for all teachers as we recognise their important role in scaling up the response to HIV and AIDS and their relationship to Government structures.
