We analysed data using the World Health Organization-ExpandNet framework, which provides a systematic structure for planning and managing the scaling up of health innovations.     This five-year costed National Plan of Action addresses the survival, protection, care and support needs of the most vulnerable children in Nigeria. It was developed through consultative and participatory approaches among all stakeholders, including adults and children.
