    Policy-makers who are making decisions on sexuality education programs face important economic questions: what are the costs of developing sexuality education programs; and what are the costs of implementing and scaling them up? This study responds to these questions by assessing the costs of six school-based sexuality education programs (Nigeria, Kenya, Indonesia, India, Estonia and the Netherlands). Cost analyses were carried out in schools that were fully implementing a SE program, as this best reflects the resources needed to run an effective program. …

    This paper aims to assess whether the goals of the in-school programmes on prevention of HIV and AIDS that are taught in primary schools of 15 national ministries of education in Southern and Eastern Africa have been reached equitably between boys and girls by the end of primary education. One feature of most of these ministries is that they are in countries that are the hardest hit by a general HIV epidemic.     Kenya is currently experiencing both a generalized and a concentrated HIV epidemic. It has a national HIV prevalence of 6.3 per cent and 1.3 million people between the ages of 15 to 64 across the country are living with HIV. According to the Kenya National AIDS Control Council (NACC), female sex workers (FSW) and their clients account for 14.1% of new infections. The Kenyan national response has recently started targeting research and programming efforts towards key population groups, and specifically FSW.     Most survey data on sexual activities are obtained via face-to-face interviews, which are prone to misreporting of socially unacceptable behaviors. Demographers have developed various private response methods to minimize social desirability bias and improve the quality of reporting; however, these methods often limit the complexity of information collected.     AIDS continues to have a devastating effect on developing countries, particularly in sub-Saharan Africa. The lack of a proven effective vaccine to stop HIV transmission has led to much of public policy putting an emphasis on information campaigns in order to reduce HIV-prevalence.     The 15 Ministers of Education associated with the Southern and Eastern Africa Consortium for Monitoring Educational Quality (SACMEQ) have been concerned for a number of years about the lack of well-designed objective indicators that can be used to guide an informed debate about the effectiveness of HIV and AIDS prevention education programmes. SACMEQ research teams responded to this concern in 2007 by developing an HIV-AIDS Knowledge Test (known as the HAKT) that was suitable for administration to Grade 6 pupils (aged around 13.5 years on average in SACMEQ countries) and their teachers. …

    Promoting sexual abstinence among never-married youth is an important component of HIV/AIDS prevention campaigns for youth in countries with generalized epidemics. The objective of this study was to examine trends in primary and secondary abstinence among never-married youth age 15-24 in Kenya over a ten-year period and to explore the role of HIV prevention knowledge, schooling, and contextual factors in affecting abstinence behavior. Data were from Kenya Demographic and Health Surveys conducted in 1993, 1998, and 2003. Primary abstinence was defined as never-married youth who never had sex. …

  14. Individual- and community-level determinants of social acceptance of people living with HIV in Kenya: results from a national population-based survey

    Using data from the 2003 Kenya Demographic and Health Survey, we investigated the influence of individual- and community-level factors on accepting attitudes toward people living with HIV (PHLIV) using three outcomes: willingness to care for an infected household member, willingness to buy vegetables from an infected vendor, and willingness to allow an infected female teacher to continue teaching.
