  5. Parents' perceptions of HIV counselling and testing in schools: ethical, legal and social implications

    In view of the high prevalence of HIV and AIDS in South Africa, particularly among adolescents, the Departments of Health and Education have proposed a school-based HIV counselling and testing (HCT) campaign to reduce HIV infections and sexual risk behaviour. Through the use of semi-structured interviews, our qualitative study explored perceptions of parents regarding the ethico-legal and social implications of the proposed campaign.     This paper analyses three recent policy/programme developments regarding child wellbeing in Tanzania and examines the political 'drivers of change' that influence policy and action on child well-being. Chapter One explores the politics of policymaking, and the respective roles of citizens, government and donors in influencing recent reforms in primary education.     Groups of men who have sex with men (MSM) are not uniform throughout the Southeast Asian region. As the groups vary, their need of health coverage, social acceptance and information varies. This Brief claims that design of policies, programs and advocacies must be tailored to the local context.
