This tool can be used to analyze the capacity of national Civil Society Organizations (CSOs) that implement Orphans and Other Vulnerable Children (OVC) activities. Specifically, the tool can beáused to identify capacity building needs, plan technical support interventions, and monitor and evaluate the impact of capacity building support. The tool was developed to enable the use of participatory processes to assess capacity gaps/needs of national OVC CSOs in a number of areas. Effective, broad-scale interventions to assure the healthy physical, emotional, and cognitive development of young children are desperately needed in Sub-Saharan Africa and must be an essential component of any well-designed, integrated program to prevent and reduce the impact of HIV/AIDS in Africa. These guidelines are meant to be a ""work in progress"" and will be updated continually based on comments, new data and user experience.
