    This tool can be used to analyze the capacity of national Civil Society Organizations (CSOs) that implement Orphans and Other Vulnerable Children (OVC) activities.     Developing effective interventions to mitigate the devastation of HIV/AIDS causes among children and families requires giving careful attention to both ends of the epidemic's spectrum of impacts.
