This implementation plan is based on the four components of the education sector workplace policy in Namibia namely, awareness rasing and empowerment; mainstreaming HIV and AIDS; strengthening regulatory frameworks; and managing the HIV and AIDS response. The plan sets out objectives and indicators of success for each of the four components and shows a matrix of activities to achieve objectives, outputs or targets, outcomes or results, time frame, lead agency and implementing partners.
Namibia has a high HIV prevalence rate and as a result, the Education Sector is experiencing an increase in employee absenteeism; high attrition rate as well as low levels of productivity. The Education Sector is the nation's largest single employer engaging approximately 38 000 employees. These amongst many, comprise of managers, professionals and support staff. Some of these employees are infected or affected by the HIV and AIDS pandemic. This poses a great challenge on the financial and human resources of the education Sector. …
The technical consultation brought together a range of different stakeholders including ministries of education, teachers' unions and HIV-positive teachers' networks from six countries: Kenya, Namibia, Tanzania, Uganda, Zambia and Zimbabwe. The participants reviewed actions at global, country and community levels, examined barriers and success factors to responding to the needs of HIV-positive teachers, and made recommendations on how challenges can be overcome. The pivotal role of HIV-positive teachers' networks and teachers' unions was highlighted throughout the event.
