The Human Immunodeficiency Virus (HIV) continues to be a major public health concern in Trinidad and Tobago. In keeping with the UNAIDS global thrust of examining HIV prevention in order to halt HIV transmission and "Scale-Up" the response, Trinidad and Tobago has conducted a review of its HIV prevention efforts for the period 2004-2010 to guide the way forward in HIV prevention.
The objective of the Policy is to achieve positive and sustained behavioural change, not only among the vulnerable and marginalized groups, but also across the entire population through evidencebased planning and targeted interventions guided by operational research. This Policy is supported by data collection, sound analysis, and monitoring and evaluation to ensure that the interventions are well informed and effective.
The National Strategic Plan P 2007-11 aims to limit HIV transmission, provide care for infected people, and mitigate the impact of the epidemic through seven strategic directions: 1. This policy document provides a policy framework that will guide partners, both national and external, in efforts to prevent the further spread of the HIV/AIDS epidemic and to reduce its impact on affected individuals, their families and the community at large. It will form the policy basis for the development and implementation of the Swaziland National Strategic Plan for the Prevention and Control of HIV/AIDS and other STD.
Four cross-cutting and priority issues were given emphasis in this document. These were human rights, gender, behaviour and information, and education and communication.This Policy Statement endorses the Universal Declaration of Human Rights (UDHR) as a standard for policy making and action at all levels in the response to HIV/AIDS and STDs in Bangladesh. All fundamental principles enshrined in the text of UDHR are to be followed in pursuance of policy making.
