    Southern Africa continues to bear a disproportionate share of the global burden of HIV: 35% of HIV infections and 38% of AIDS-related deaths in 2007 occurred in this sub-region.     The 15 Ministers of Education associated with the Southern and Eastern Africa Consortium for Monitoring Educational Quality (SACMEQ) have been concerned for a number of years about the lack of well-designed objective indicators that can be used to guide an informed debate about the effectiveness of HIV and AIDS prevention education programmes. SACMEQ research teams responded to this concern in 2007 by developing an HIV-AIDS Knowledge Test (known as the HAKT) that was suitable for administration to Grade 6 pupils (aged around 13.5 years on average in SACMEQ countries) and their teachers. …

    Swaziland is experiencing a generalized epidemic. The world's highest HIV prevalence and the increasing number of deaths due to AIDS is having unprecedented impact on Swaziland. Worryingly, with a generation of orphans and rapidly escalating poverty, this desperate situation is being accepted as "normal". HIV/AIDS in Swaziland has been characterized by a slow onset of impacts that have failed to command an emergency response. With insufficient resource allocation and a lack of capacity, slow onset events can become emergencies. Allocating humanitarian funding according to need is important. …

    The Sourcebook documents 12 cases in 6 countries in Eastern and Southern Africa - Kenya, Rwanda, Swaziland, Uganda, the United Republic of Tanzania, and Zambia - that represent a wide range of approaches designed to address the educational rights and needs of orphans and vulnerable children. The single unifying feature of all of the cases was each intervention's goal of assisting children to exercise their right to education as guaranteed in article 28 of the UN Convention on the Rights of the Child.

    Southern Africa's rural and impoverished communities are some of the hardest hit by the HIV and AIDS pandemic.     NERCHA (National Emergency Response Council on HIV/AIDS), MOHSW (Ministry of Health and Social Welfare), UNAIDS and GAMET/World Bank are collaborating in a capacity development process to support an evidence based review of Swaziland's epidemiological situation (Know Your Epidemic, KYE) and the national HIV prevention response (Know Your Response, KYR).
