    This report reviews the documents on behaviour and the epidemic in Swaziland in an attempt to establish what is driving the epidemic. It asks 'What is driving the HIV/AIDS epidemic in Swaziland? What more can we do about it?' Our conclusion is that the epidemic in Swaziland is very serious, but we know what is going on. There are some gaps in the research that need to be addressed but there is enough information available now to act. The workshop we held confirmed this.   4. The national multisectoral HIV and AIDS policy

    This policy shall provide the policy framework, direction, guidelines, and general principles to guide interventions in prevention, treatment, care and support of those infected and affected by the epidemic and mitigation of its impact. It outlines broad policy measures for the management and coordination of the national response. It also provides the guidelines for the monitoring and evaluation of the national response, including research, communication and advocacy, resource mobilization, utilization, and tracking, legal framework and finally policy implementation framework.

    In the Eastern and Southern African Region (ESAR), the AIDS epidemic is beginning to have a serious impact on the education sector, specifically on the demand for, supply of, and the management and quality of education provided at all levels. The quality of learning outcomes and education will be affected by several confounding factors which will emerge as the pandemic takes a deeper hold in these countries. Education systems and life skill programmes must be developed to reverse this trend and loosen AIDS' hold on ESAR. …
