  1. Coordination Framework for the National Response to HIV and AIDS

    In 2005, the Government established the National AIDS Commission (NAC) by the NAC Act 2005 along the "Three Ones Principles". NAC is placed outside the Government structure and given more independence and authority to manage the national HIV and AIDS response in conjunction with stakeholders and the authority to mobilise resources outside the Government systems. The establishment of NAC was also necessitated by the increased number of players in the national response, coupled with the substantial increase in the amount of financial support from international funding organisations. …

  5. Teachers for rural schools: experiences in Lesotho, Malawi, Mozambique, Tanzania and Uganda

    Much is going well with the effort to provide universal primary education in Sub-Saharan Africa. Gross enrollment rates have increased from 78 percent in 1998/99 to 91 percent in 2002/03; sizable investments have greatly improved school infrastructure and access; and large numbers of new teachers have been recruited. But educating the children in remote rural areas continues to be a challenge. Schools in hard-to-reach locations find it difficult to attract and retain teachers. …

    It is still widely anticipated that the AIDS epidemic will have a devastating impact on the education sector in Africa. Faced with this impending crisis, leading experts have called for a transformation in the functioning of schools and the mainstreaming of HIV and AIDS in the education sector supported by donors. Numerous reports and articles state that the number of teachers dying from AIDS-related illnesses continues to increase very rapidly and that this is causing serious shortages of teachers. This article updates the figures that are known in that field.

  11. Factors influencing access and retention in secondary schooling for orphaned and vulnerable children and young people: case studies from high HIV and AIDS prevalence contexts in Lesotho

    The aim of this study was to identify factors influencing access and retention in secondary schooling for orphans and other vulnerable children living in high HIV prevalence areas of Lesotho. A case study approach was used to address this aim. The findings from this study have been used to inform an intervention that seeks to increase access to learning and thereby reduce drop-out and repetition rates in secondary schools.     This report summarizes HIV prevalence and the associations between HIV serostatus and key characteristics and behaviors of adult women and men in 22 developing countries, primarily in sub- Saharan Africa. Data come from Demographic and Health Surveys (DHS) and AIDS Indicator Surveys (AIS) conducted between 2001 and 2006. In most of these surveys, nationally representative samples of women age 15-49 and men age 15-59 were tested for HIV. …

  13. Pioneers, partners, providers: the dynamics of civil society and AIDS funding in Southern Africa

    This report from the Open society initiative for Southern Africa and the Centre for AIDS Development Research and Evaluation examines the AIDS funding environment through a civil society lens. It presents and discusses findings from a six-country study access to AIDS funding by civil society organisations (CSOs) in southern Africa. The study draws upon data from 439 CSO conducting AIDS response activities as well as community case studies and interviews with a selection of donor institutions in Lesotho, Malawi, Mozambique, Namibia, Swaziland and Zambia. It focuses on the period 2001 to 2005.

    The downstream impacts of AIDS on individuals and households are well understood and documented. The economic impacts of AIDS are proportionately greater for poor. The economic impact at higher levels of aggregation (such as on the gross national income (GNI) is less well understood, being inferred from modelling work rather than empirical measurement, but is thought to be important in the long run, particularly in high prevalence countries, such as in southern Africa. Evidence of the upstream effects of poverty and social deprivation on HIV infection is rather mixed. …
